THE ELENAG
The Earth Law Enforcement Agency was founded in 2175 to act as an arm of the Earth nations, due to the difficulty of administering entire provinces on distant Mars. Though the agency originally was responsible only for the administration of the Martian colony, it proved so efficient that its responsibilities were extended to the Star Rings and even the Moon a mere decade after its founding. As a semi-private institution funded by taxes from outworld settlements and by a special UN vault, it enjoys a fairly good level of autonomy, even having its own military personnel; it was allowed such liberty so that it would not become the puppet of any Earth country. Still, the Elenag is subjected to the Earth countries through the UN, and must ultimately obey to any decision made by the UN Security Council.
Outside the colonies, however, it is the Elenag's law that prevails: they are responsible for watching over the space routes, supervising the traffic of siderships, monitoring satellites, cleaning up “space trash” and watching out for meteoroids that might damage human settlements – specially Sidereal and Lunar ones, as they have no planetary atmosphere to protect them. Also, it is the Elenag’s duty to mediate the relations between the Rings, the provinces on Mars and the Moon: since they have their own networks of trade, human traffic and diplomacy, and because any hostility between their own respective metropoles may be extended to the outworld colonies.

The Elenag has many outposts between the orbits of Venus, Earth and Mars, and a few more between Mars and the Asteroid Belt, serving mainly as supply, maintenance and toll stations. It also has embassies in every space settlement. Its headquarters is a peculiar double-ring station called the Core, which also serves as barracks: that’s where most of its armed forces live and train, and where its ministries are situated.

- The Paramount: this is the highest rank in the Elenag, the head of the organization, to whom all the other ministries, sectors and branches ultimately obey; they're responsible for monitoring the agency, deciding on its courses of action and policies; and dealing with the UN and the Earth nations through their respective ambassadors. Theirs is also the position of Supreme Commander of the Stellares, the legions of the Elenag.
- Embassy: this is the connection between the agency, the UN and all outworld colonies, all of which have one Elenag Embassy within itself. Additionally, they serve as communication centres between the many branches of the agency.
- Ministries: the Elenag’s ministries take care of the agency’s finances, the distribution of capital and resources amongst its own divisions and from Earth metropoles to their respective space colonies (Economic Affairs); of communication networks, people and resource traffic between planets and Star Rings (Transports and Communication); of the maintenance of the technology and the equipment used by the Elenag and, to lesser extent, by the outworld settlements (Science and Technology); maintaining order in the colonies (Public Security); monitoring the welfare of its own personnel (Health & Sanitation); the application of their own law and that of the Earth nations in their own respective settlements (Justice); and, finally, of ensuring the rights of its own workers and, to lesser extent, those in the colonies (Labour).
- Ministry of Defence: the four main divisions of the Elenag military are Intelligence, Urban Enforcement, the Armed Forces and the Digital Defence Department. They were all trained by some of the best Earth agencies of each area: the Urban Enforcement works mainly with the Ministry of Public Security; the Intelligence Gathering Agency, besides analysing data on population, resources, etc., is said to sponsor clandestine covert agents, although there is no proof of that. The Armed Forces of the Elenag, by their turn, were trained and organized by Chinese, American and Japanese commanders. Finally, there is the Digital Defence Department, which is entrusted with protecting the Elenag’s computers and systems against digital threats.
- Armed Forces: the backbone of the Elenag’s field forces are called Stellares, divisions composed of soldiers armed with enhanced exoskeletons, fire and energy (laser, electric and EMP) weapons; essentially, they function both as Army and Space Forces, able to fight both on land and in space. Moreover, there’s the Mecha-Stellares, a special division composed of remote-control battle robots that are sometimes counted as standard Stellares.
The Elenag is an international agency; having been created out of nothing, it had to rely wholly on the support of various nations. Its personnel are no different: initially, the Earth countries garnered volunteering professionals to work for the Elenag. It wasn’t difficult to find people willing to work as technicians, economists, pilots and other civilian jobs, but recruiting soldiers was a much more challenging matter, as the diversity of ethno-cultural backgrounds could easily undermine the troops' union and discipline. But the first Paramount of the agency, Feng Wei, author of the Code of the Earth Law Enforcement Agency, established a philosophy of non-nationalism: the soldier of the Stellare would not be known as Chinese, Brazilian, German or Korean; he would rather be an Earth soldier, one who fought for the welfare of fellow human beings alongside fellow human beings.
With the aid of leading social scientists, such as Antar Johnson, the soldiers of the Elenag managed to turn diversity into strength, seeing and treating each other, as Feng Wei had expected, as human beings and comrades. This philosophy was adopted by all other workers, and soon the agency’s personnel had developed a strong sense of community and pride in themselves as Elenag workers.
Thus, the Elenag has been hailed as a symbol of tolerance and understanding between different cultures, and branded as an example to be followed; and its workers, fully aware of that, felt even more motivated to give their fullest to the agency’s cause: “to serve as a tool to create a better society for humankind.”
